Chapter X. THE RESTRICTION OF INTERNACIONAL BANK LOANS AND THE AVOIDANCE OF NEW DEBTS. (“Project 666” by Michel Smiely “666”) When we say in Project 666, that the External Debt of all countries should be cancelled, we do not mean to say that they should be cancelled to created another debt. On the contrary; this debt should be cancelled and the necessary basis for avoiding new debts must be created. In this respect, we point out the well known fact that the industrial countries are also to blame for the debts of underdeveloped countries of the Third World. This is so because they have lent money in an irresponsible fashion, without neither control nor the depuration mechanism which are necessary to verify the real utilization of the loans which were granted in the approved projects and the approved works. The concessions of those loans and debts, have characterized in their majority, the political considerations which are subject to special interests of world powers. Far from helping solve the social problems of the Third World, the countries and international banks which have granted these loans, enriched minority economic, political and military groups in countries, with the illicit use of aid loans. In many cases these loans have been deposited into their personal bank accounts, and in other cases, these loans haven been simply stolen. However, the results have been the same. The external debt of Third World countries have only enriched a social minority and harmed the great majority. This is so, even cases where this money has been used for economic projects carried out. Those projects have, in their majority, lacked the approval of truly responsible and serious studies that take into account their short and long-term benefits and problems. The cases of international loans to carry out industrial and agriculture projects which have not only constitute big economic failures, but also irreparable ecologic damages, (disforestation, destruction of rivers, creation of deserts zones, etc.) in the majority of countries where these “economic development projects” have been implemented are well known.

This situation has to change. To correct this, it is necessary to apply new economic ideas based on the short and long-term responsibility, know-how and awareness of the benefits and problems which the economic development and progress cause in the habitat of mankind. The existence of a World Economy to solve human problems is an unquestionable necessity. The basis for its operation must be the planning of production at world level based on offers, needs and demands. It must fix the production costs at the lowest levels and stipulate selling prices within the reach of the majority. This does not mean that the typical error which characterizes Marxist economy of socialist countries of centralizing is going to be repeated (centralize production and direct it with inadequate market criteria, based on political interests). Production can never be successful without the corresponding benefits because it is necessary to produce in order to sell and gain, not to lose. This means that the support basis of a World Economy has to be the has to be the economic benefits and progress it yields, and not the imposition of a political totalitarianism which prevents and stops the economic development. The existence of a planned world economy makes financial loans unnecessary. Thus, it is not necessary to make loans for the economic development, under circumstances where there exists the need to invest in order to produce, sell and gain, and when, with the appropriate and just regulations, the saturation of the market with the products which threaten to do so, can be avoided. As of today, the characteristics of economic development and progress of mankind has been its uniformity and disparity. If that economic development and progress is carried out with mankind as the sales, purchasing and consumption market for all its products, the economic benefits will be guaranteed beforehand. The existence of said market also assumes the necessity of providing its members with the capacity and consumption power for purchasing those products. A planned world economy can achieve this with the just distribution of these economic benefits among the people. The objective of this distribution is to provide purchasing and consumption power to the popular groups; the nations and people which constitute it.
